    Don't include the debian directory as one that is needed during builds. Patch taken from Debian's packaging of lame.
    Resurrect Owen Taylor's code dated from 97-11-3 to properly deal with GTK1. This was transplanted back from aclocal.m4 with a patch provided by Andres Mejia. This change makes it easy to regenerate autotools' files with a simple invocation of autoconf -vfi.
    Fix possible race condition causing build failures in libmp3lame. Discovered in automated builds by the Debian project with patch provided by Andres Mejia.

    • Improvements for LAME DirectShow filter:
      • Added support for the DirectShow IAMStreamConfig Interface to the LAME encoder filter output pin.
      • Modified the DirectShow filter registration section so that the LAME Encoder filter is correctly registered in the Audio Compressors filter category. This will allow third-party encoding applications using the DirectShow System Device Enumerator Interface to correctly detect the LAME encoder when querying the Audio Compressors filter group.
      • Modified the filter registration information so that the MP3 audio subtype is correctly reported as being supported on the encoder output pin. This will allow third-party encoding applications using the DirectShow IFilterMapper2 Interface to recognize that the LAME encoder supports MP3 output.
      • Altered the Filter Merit Value that was being used when the filter was registered so that it is now using the standard DirectShow compressor filter merit value of MERIT_DO_NOT_USE (0x200000). Previously, the filter was being registered using a value of MERIT_SW_COMPRESSOR (0x100000), which was at a lower priority (i.e. worse priority) than MERIT_DO_NOT_USE. This prevented the LAME Encoder filter from being selected for use by some third-party encoding applications.
      • Added code to calculate the frame length of the audio frames used for the nBlockSize element of the WAVEFORMATEX output structure. Previously this value was simply hard-coded to 1.

The encoder now uses hip_decode internally and it is now possible to use clipdetect feature while reencoding mp3 to mp3.

Audacity

Audacity is an easy-to-use, multi-track audio editor and recorder for Windows, macOS, GNU/Linux and other operating systems. Audacity is ready to use but you won’t be able to export to MP3 format audio, only WAV format unless you go back and DOWNLOAD AND INSTALL THE LAME MP3 ENCODER SEE LINK ABOVE. I use Windows 10 and Audacity 2.2.2. I want to cut a big MP3-file into 5 songs. Each a MP3-file. Audacity needs a lameenc.dll (see picture). And I download Lamev3.99.3forWindows.exe. As I try to install lame in my Windows-10. I get a error-message. Telling me that Windows-10 declines to install it. What must/can I do? The Lame MP3 Encoder for Audacity is really useful for improving the overall quality of recordings! However, this version is no longer the latest, and it is included in the latest Audacity download. Lame MP3 for Audacity is one of the best free softwares for encoding mp3 files with high quality sound. How to install and use Lame for Audacity correctly? Audacity is a free audio recorder wherein you can record tracks, edit them, combine them, apply some effects, and save them in different file formats such as WAV, MP3, MP2, Ogg Vorbis and other file formats. But for Audacity to create an MP3 file, you will need to download LAME codec too.

LAME is a software codec designed to encode audio data in the MP3 format. LAME is one of the most highly-regarded MP3 encoders, capable of converting audio data to the lossy MP3 format with minimal decline in quality. LAME is a command-line program but there are various separate front ends that offer a GUI (graphical user interface).
The source code for LAME is free, licensed under the LGPL (the GNU Lesser General Public License, meaning that anyone can copy and share LAME); however, LAME uses certain proprietary technologies which aren't licensed as freeware so a compiled version of LAME could be in violation of those patents. Developers who use LAME in their technologies may need to obtain a patents license.
Pros: Free, produces high-quality MP3s
Cons: Command-line operated, requires a separate GUI.
Conclusion: Still one of the best free MP3 encoders around.
